Breakfast meeting on "Energiewende and Emissions Trading"
(26 Oct 2011) in Berlin, Germany. This meeting, attended by representatives from various German ministries and Members of Parlaiment, looked at the future of emissions trading in Europe. At the meeting Ingo Ramming from Commerzbank presented his views on the carbon market and Roland Geres from FutureCamp presented examples of domestic offset projects in Germany.

EC MEX workshop
(19 Oct 2011) in Warsaw, Poland. During this meeting EU experts will discuss the future of the Kyoto mechanisms and various proposals for new mechanisms. The objective of the meeting is to define the EU position on these topics. Jelmer Hoogzaad presented the JI Action Group's position on JI and Article 24a of the EU ETS, pointing at what JI has achieved so far and showing 10 reasons why we need Article 24a to become operational.

UNFCCC JI Workshop
(14 Sep 2011) The JISC organised a workshop on JI in Bonn at 12 September 2011. At the Workshop the UNFCCC and stakeholders presented their views on the future of JI. In its proposal to CMP the JISC presented JI as a "Universal offset standard for countries with emission caps" and emphasised that a lot of growth potential remains. Carbon Expo JIAG side event
(3 June 2011) The JIAG organized a side event at Carbon Expo in cooperation with CDC Climat. The side event provided ideas and discussion on how JI Programme of Activities can provide a basis for sectoral approaches. JI project developers, representatives from the JISC and JI host countries presented experiences from the 11 registered JI PoAs and provided ideas for moving on to sectoral approaches as potential basis for upscaled JI after 2012.
The second topic looked into ETS implementation outside the EU with an overview of initiatives and progress. This session included a discussion on possibilities of linking other systems with the EU ETS.

Carbon Expo event on Domestic offsetting
(2 June 2011) Several JIAG members participated in a panel discussion at Carbon Expo on “Post-Kyoto JI uncertainties: How will EU ETS adapt its domestic offset policy?”. The panel members warned for the gap that JI is facing and which JI project developers are already experiencing. Solutions presented included to extend the true-up period with issuance of ERUs based on AAUs from the first commitment period, implementation of Article 24a and use of bilateral agreements.

Climate conference in Cancun with modest results
(13 Dec 2010) Following the failure of last year’s climate conference in Copenhagen, the conference in Cancún, Mexico did conclude with an agreement. For Joint Implementation the following decisions were taken:
- JI will continue and will be part of a new agreement
- In 2011 JISC is requested to provide options for a reformed JI in such new agreement
- JI projects in Belarus can be developed and registered
- A fee will be levied on Track 1 projects to fund the activities of the JISC

The carbon conference in Moscow
(September 2010, Moscow) Lennard de Klerk, chair of the JIAG, presented several measures to prolong JI projects after 2012 during a carbon conference. These so-called ‘gap measures’ will bridge the gap between the end of the Kyoto period in 2012 and the subsequent commitment period.

Roundtable Consultations on Current JI Issues
(June 2010, Bonn) The JIAG presented its recommendations and reactions to the JISC's calls for Public Input at the Rountable. The various submissions can be found on the JISC page. Carbon Expo
(May 2010, Cologne) Various JIAG members attended Carbon Expo. Among the many topics discussed there was broad attention for JI and the future and use of offset mechanisms in general, including article 24a of the ETS directive, use of bilateral agreements between Annex 1 parties to strengthen JI after 2012 and dometic JI.
At Carbon Expo the EnergyAcency.NRW and FutureCamp Climate presented innovative approaches in the field of Domestic Offsets from different European member states. Downloads: flyer.
JIAG organised a Side Event in Copenhagen
(December 2009, Copenhagen) The JIAG hosted a Side Event at COP 15 on the options for international carbon crediting in countries within an emissions restraint environment. Most Eastern and Central European countries will continue to face emission reduction targets after 2012 or move into the capped environment. The event looked at various instruments to achieve real, measurable and sustainable GHG emission reductions, including Green Investment Schemes (GIS), Joint Implementation (JI), emission trading and domestic offsets.
Various countries of the region may face the transition from CDM to JI eligible countries. GIS and JI stand the chance to scale up finance for emission reduction activities. The event gave an overview of the state of play in the region and a specific country profile (Latvia) before looking at options for development of JI and GIS as distinct measures to achieve real, measurable and sustainable GHG emission reductions. The event was organised by the Government of Latvia, the Regional Environmental Center for Central and Eastern Europe, and the Joint Implementation Action Group.

JI Workshop in Kiev
( September 2009, Kiev) Lennard de Klerk, chair of the JIAG presented the Group's position
on the two-track structure of JI, additionality, governance and the role of the JISC and ERU conversion and transfer. The recommendations are summarised in a new Position Paper.
Roundtable Consultations and 16th JISC meeting
(June 2009, Bonn)
The JIAG was present at the JI Roundtable and shared with the Joint Implementation Supervisory Committee views on the agenda items. Key topics were the draft JI Guidelines for Programme of Activities and the scope of the JI Determination and Verification Manual.
SBSTA Side Event "Joint Implementation, options for a post-2012 framework"
(June 2009, Bonn)
The JIAG organised a side event at the SBSTA meetings in Bonn. Parties already called the need for improvement of JI 'indispensable' but concrete proposals are very diverse. The side event provided a comprehensive overview of existing proposals for a Joint Implementation framework after 2012. Informal World Bank Technical JI/GIS Host Country Meeting

The JIAG presented its views on post-2012 JI at an informal Technical JI/GIS Host Country Meeting, organised by the World Bank. The meeting was attended by representatives from JI host countries, the UNFCCC Secretariat, AIEs and active JI stakeholders.
CMI Side Event "Joint Implementation, applying lessons in a post-2012 framework"
(Copenhagen, March 2009) At the side event the presentations focused on how the geographical and sectoral scope of JI can be expanded and how different options can be elaborated in the post-2012 negotiations. Download agenda.
COP/MOP Side Event "The role of JI today and in a post-2012 framework"
(Poznan, December 2008) This side event reviewed the current state of play with JI projects around world and look to the mechanisms' evolution in commitment Phase II. JI's flexibility and adaptability make it an essential safety valve to deliver and achieve cost-efficient emission reductions from all GHG sources. To sectors not covered by cap and trade schemes JI offers the ability to incentivize emission reductions, complementing reduction efforts taken in covered sectors and contributing to overall cost-efficiency of the system.
